Hoover City Schools is proud to announce Dr. Kristin Harrell as the system’s Executive Director of Federal Programs and Testing. Dr. Harrell brings a wealth of experience in educational leadership to her new role. She will oversee federal programs, testing and compliance, and coordinate the English as a Second Language Program, ensuring the continued success of all of our students and schools.
With over 20 years of experience in education, Dr. Harrell has served in various leadership roles, including special education teacher, reading coach, assistant principal, special education coordinator, and human resources director. She will join HCS from Pell City Schools, where she is the School Improvement and Federal Programs Director. In that role, she has led strategic planning initiatives, managed accreditation processes, and secured grants to enhance educational opportunities.
Throughout her career, Dr. Harrell has been actively involved in numerous advisory boards and committees, including the governing board for Jacksonville State University, where she provides high-quality professional learning opportunities and support services to K-12 educators. She is also a member of the Alabama State Department of Education's Title IV Advisory Committee. Dr. Harrell’s dedication to professional development is evident through her facilitation of numerous training sessions for educators and administrators.

Dr. Harrell holds advanced degrees in Instructional Leadership, including her doctorate from Samford University and her education specialist degree from Jacksonville State University. She is highly regarded for her expertise in planning and evaluating federal programs, developing instructional strategies, and addressing state and federal compliance issues.
